Considering the situation on the Korean peninsula and regional relations in Northeast Asia, it is virtually impossible to simultaneously form political, military, economic, cultural, and environmental communities. Given the situation, the study approach is based on the framework of 'Green Detente' to implement cooperation in environmental and economic areas first as they are politically less sensitive relatively and expand the effects of the cooperation to others including political, military and cultural areas to mitigate confrontation and conflicts between the systems, and promote peace and co-prosperity. In other words, to realistically proceed with the ‘Green Detente’, a proposal is made on how to form environmental, economic, and energy communities first. More than anything else, the study has consistently employed the perspective that environment and economy do not have to be separate, but the two can cooperate and be pursued in parallel. It proposes in particular how to resolve hostile relations between the two Koreas through environmental and economic cooperation, and how to meet the primary objective which is creating environmental, economic and energy communities between them and at the same time to achieve the secondary objective which is forming a wider community spanning Northeast Asian region.
