Environmental Law in North Korea

The 15th Unification Law Forum was held on 19 August 2020, organized by Korea Legislation Research Institute. Dr Bernhard Seliger, representative of Hanns Seidel Foundation (HSF) Korea participated in the forum as an invited speaker.

The Korea Legislation Research Institute was established in 1990 and is funded by the government, specializing in legislation in the Republic of Korea. Its role is to support the government in formulating national legislative policies to contribute to a better legislative culture in Korea.

The Institute organizes the Unification Law Forum, that was held for the 15th time on August 19th, 2020, with Dr Bernhard Seliger, representative of Hanns Seidel Foundation (HSF) Korea participating in the forum as an invited speaker. He did a presentation on environmental law in the DPRK and suggestions for Inter-Korean Cooperation.

Dr Seliger introduced HSF’s work and explained the basics of law legal practices in North Korea. He focused his report on environmental law there, addressing topics such as afforestation, pollution and the DPRK’s participation in the Ramsar Convention to protect its wetlands. Dr. Seliger also included information about including the recommended use of wetlands, surveys in the Rason Ramsar Site and the forest project. Lastly, he addressed the topic of inter-Korean law and cooperation, giving a short overview over the history and past experiences before providing an outlook to which aspects can be improved on.
